Book excerpt: Several Important themes stand out in the historical drama of Cold War relations between the United States and Spain: the role of Congress, the role of the 0́8military establishment,' the intractability of President Truman and the antipathy of significant sectors of public opinion. After the Cold War 0́8defeats' of 1949 Congress grew sufficiently generous to support the economic assistance program proposed by Senator McCarran. Congress appropriated funds that were in search of a corresponding policy. The influence of Congress, therefore, was decisive in the eventual development of that policy in 1953. The military played a less conspicuous role in the decision, but there is no reason to doubt President Truman's statement in 1951 that policy had changed on the "advice of the Department of Defense," Truman's own obduracy and that of public opinion were eventually lost among the crises of the Cold War and in the tangle of congressional appropriations and military advice.
