It considers the policy objectives, the way essential IPR are defined, and the procedures for disclosure and for licensing commitments, and finishes with a number of observations and conclusions. The study was commissioned by the US National Academies of Science (NAS), Project on Intellectual Property Management in Standard-setting Processes.
