Book excerpt: Following a decade of significant developments in global migration governance, IOM undertook an assessment of the contributions that inter-State consultation mechanisms on migration (ISCMs) make to migration governance at the national, regional and international levels. This report considers recent noteworthy developments in migration governance at the global level. It then looks at the role ISCMs play at various levels of migration governance. It reviews ISCMs' achievements, thematic foci, structures and partnership models, and assesses their continued relevance and sustainability. The assessment consisted of desktop research, a survey, telephone interviews and a discussion at the 2019 Global ISCM Meeting. The survey and the report demonstrate ISCMs' extensive contributions to common approaches to migration governance across regions. ISCMs have become indispensable actors in migration governance and continue to shape convergent responses to the challenges of migration and act as a “policy incubator” for emerging migration issues.
