As the source of linters was so well centralized, rules were immediately issued, when the United States entered the World War, governing the cutting or recovery of linters; and the entire cr0p was requisitioned for war uses. The ci'op of 1916 - 17 amounted to bales, valued at and that of 1917 - 18 to bales, valued at T 0 meet war requirements, and in the absence of any standards to serve as a guide, the intensity of the delinting processes was increased without any realization of the probable results. At the sudden termination of hostilities, the War Department found that it had on hand enormous quantities oft linters of a great confusion of qualities, with little peace-time value. The War Industries Board immediately requested that a study of the situation be made with a View to establishing standard grades.
