The program is a marriage of the defense-sponsored Junior Resrve Officer's Training Corps (JROTC) program and a comprehensive high school reform initiative referred to as career academeis. This report grew out of the sponsors' interest in tracking the implentation of the program both as a means to improve it and to expand it to additional sites.
