Book excerpt: "This research paper analyzes correctional education in the United States, particularly the role of vocational instruction in the overall delivery of educational services to the prison population. The first part of this paper profiles the adult prison population in federal and state correctional facilities and analyzes basic demographic and educational characteristics of adult inmates. The second part discusses the structure of the various correctional education delivery systems and the nature and extent of educational services in state and federal facilities. The third part of the paper reviews the most important federal legislation and programs affecting correctional education and their impact on instruction for state-incarcerated inmates. A variety of sources were used in the preparation of this report, including published reports and articles, books, and unpublished papers—several of which were retrieved from the Educational Resources Incorporated (ERIC) microfiche files at the Department of Education's main library. Staff at the Department of Education, the Bureau of Prisons, and the Correctional Education Association were consulted for information on survey data." --Preface
