S. Statutes at Large, vol. 31, pp. 748 last law relating to the Volunteers in operation at the present time, is the Act of April 22, 1898' the last law relating to the Militia is the Act of January 2 1, 1903, known as the Dick bill. The defects of these last two laws are set forth by General Wood in his report as Chief of Stafi, pp. 7, 9, 10, and 14 to 24.
